75 Years of Servant Leadership

Founder and President of Halff

Dr. Albert H. Halff

"Dr. Halff taught me from from early on about the value about caring for people because he cared about me. And not only just me, but he cared about my whole life, meaning my family too." – Former President and CEO Mark Edwards

"There are good engineers and there are great engineers and the difference is the creativity. If an engineer has creativity, he can be a great engineer. And he was one of those." – Former President Jose Novoa

"He exhibited innovation and encouraged us to be innovative ourselves. We have a lot of clients that trust Halff because of his vision and his name." – Former Senior Vice President Raul Wong Jr.

Albert Henry Halff was born in Midland, Texas, on Aug. 20, 1915. He earned his Bachelor of Science in Civil Engineering in 1937 from Southern Methodist University (SMU), and his Master of Science in Civil Engineering in 1942 from Illinois Institute of Technology. He married Lee Benson in Chicago on Aug. 24, 1940. In World War II, he served as an officer in the U.S. Army Medical Corps. After the war, he became an associate professor of civil engineering at SMU. He earned his Doctorate of Engineering degree from Johns Hopkins University in 1950.
On Dec. 4, 1950, Dr. Halff founded “Albert H. Halff Consulting, Sanitary Engineers” in a one-room office in Snider Plaza, near SMU in Dallas. In 1953, Dr. Halff and his partner Allen Hundley each contributed $1,000 to form “Hundley and Halff.” In 1960, Dr. Halff amicably split with Hundley, and formed “Albert H. Halff Associates” in Dallas. Under Dr. Halff’s leadership, the firm became a pioneer in hydraulics, hydrology and floodplain management, and grew to be one of the largest employee-owned infrastructure consulting firms in Texas.
Dr. Halff has a legacy of distinguished service to his profession. In 1981, he was named by the Texas Society of Professional Engineers as “Texas Engineer of the Year.” He is a Fellow and Honorary Member of the Texas Section of the American Society of Civil Engineers (ASCE), and, in 1984, was awarded the “Award of Honor,” the highest award of the ASCE Texas Section. On Feb. 27, 2004, Dr. Halff was awarded the School of Engineering “Hall of Leaders” award from his beloved SMU. Dr. Halff holds 13 patents on engineering advances, including innovations in desalinization, water treatment, industrial-waste treatment and ion exchange.

President (1981-1996)
Jose Novoa
"Joe Novoa continued Dr. Halff’s legacy by constantly seeking ways to improve efficiency. As a land surveyor, he invested in the latest technology, including electronic distance measurement equipment and satellite surveying, which significantly enhanced the firm’s productivity. He also had the firm acquire powerful computers capable of running H&H projects in-house and established a dedicated CAD (Computer-Aided Design) group.

"These innovations helped the firm secure both private and government contracts. Through Joe Novoa's leadership, reputation, and character within the AEC community, the firm gained new private, municipal, and government clients, helping Halff grow into the successful firm it is today."

– Testimony from former Senior Vice President Raul Wong Jr.
President (1996-2013)
Martin Molloy
“Martin Molloy’s legacy continues today in both the Transportation practice and overall structure of Halff. Martin founded the Transportation practice, highlighted by our first major TxDOT design win in 1984. His small team of one project manager and a couple supporting young engineers (including myself) grew within the next decade to become a major practice for Halff — and now one of the biggest practices in the firm. As he transitioned from leading Transportation to leading the firm as President in the late 1990s, he continued that leadership as Halff grew from a small local firm in the Dallas-Fort Worth metroplex to a mid-size regional firm with many offices around Texas. Our current structure with teams, backlog accounting and work-sharing, along with our one-profit approach to business, are just a few of the lasting influences from Martin’s tenure.”

– Transportation Deputy Practice Leader Matt Craig
President (2013-2019)
Pat Kunz
"Pat's legacy is rooted in his visionary understanding that the growth of Halff depended on developing our people. He spent his entire career with the firm—starting by learning his trade, then mentoring his team as a leader, and ultimately serving as COO and President. Pat organized a structure that positioned employees in roles where they could thrive. During his seven years at the helm, he focused on creating opportunities for others and cultivating the leadership potential of the next generation. His commitment to training and mentoring future managers has been a key driver of the firm's continued growth. The results speak for themselves—Halff's success today is a testament to Pat's foresight in preparing others to lead Halff into the future."

– Former Chief Operating Officer Roman Plugge
President and CEO (2020-2023)
Mark Edwards
"Mark embarked as president and CEO just weeks before COVID hit. He led our firm through that substantial challenge with confidence and clarity, quickly gaining the trust and respect of the people of Halff. His four years of leadership were characterized by historic growth of our firm and building a positive, purpose-filled culture in which everyone could grow and thrive in their careers. He endeavored to walk in the footsteps of our founder, Dr. Halff, who built a reputation for being deeply invested in his people at all levels and roles. Mark reached out to employees regularly to recognize and encourage them. He hurt for those who hurt and also shared a laugh easily. His outstanding, authentic leadership earned him the title of Top Company Leader in the Dallas Morning News Top 100 Workplace Awards."

– Sr. Vice President, PR and Communications Jodi Hausenfluke
President and CEO (2024-current)
Jessica Baker Daily
"More than 20 years ago I asked Jessica to research drainage utility rates. She did that with the same vigor and enthusiasm that she brings to the office every day.  Her passion for life is contagious and she has a unique ability to balance her personal life and her career while always knowing how and when to give the little extra effort every day, which compounds over time to make a big difference. She has a unique ability to give grace for shortcomings, and then take what seems like a setback and make it an opportunity. Jessica is a genuine, authentic leader who is self-disciplined, purpose-driven and leads from her heart with passion and integrity."

– Water Solutions Leader and former Chairman of the Board Michael Moya
